These case studies detail the key elements that led to the restriction of menthol tobacco sales to adult-only stores. Advocates in Minneapolis, St. Paul and Duluth were successful at establishing broad-based, diverse and knowledgeable coalitions. While each city’s campaign had unique characteristics, all three navigated complex policy environments and pushback from the tobacco industry. All three efforts were ultimately successful due to careful preparation, extensive outreach and mobilization, strong media campaigns, and diverse coalitions representative of the people in their communities most impacted by menthol tobacco products. We hope these case studies will provide useful insights and tools for advocates and decision-makers in other communities considering similar policy efforts to reduce the availability of menthol tobacco products.
